How billing works
We bill your insurance first. Whether or not you are a resident, we bill health insurance including secondary insurance, Medicare, and Medicaid. We accept what Medicare and Medicaid pay as payment in full, so those patients have no out-of-pocket expense. Patients with private insurance are responsible for the co-payment their plan assigns.
If an insurance check comes to you for ambulance services, it belongs to the cost of your care and must be signed over to Victor Farmington Ambulance. Our billing agent is notified when checks are issued, and unresolved balances may be referred for collection.
Charges are a base rate by level of service plus mileage to the appropriate hospital for your care.

Why is my ambulance bill higher than I expected?
An ambulance charge is made up of two parts: a base rate for the level of care our crew provides, and a per-mile charge for the distance to the hospital best suited to your needs. The base rate increases with the complexity of care, from basic life support to advanced life support, and the mileage charge varies with the receiving hospital, which may be Rochester General, Unity, Highland, Strong Memorial, F.F. Thompson, Clifton Springs, Geneva General, or Newark. If you have a question about a specific charge, our billing agent is glad to walk you through it.
Do you accept Medicare and Medicaid, and will I have any out-of-pocket costs?
Yes. We bill Medicare and Medicaid directly and accept their payment as payment in full, which means patients covered by those programs have no out-of-pocket cost for ambulance service. We also bill private, secondary, and other health insurance on your behalf. If you carry private insurance, you are responsible only for the co-payment your plan assigns.
Will I receive a bill if your crew treats me but I am not transported to the hospital?
You might, depending on the care provided. When we transport a patient, the bill reflects the base rate plus mileage. When our crew delivers advanced-level care but you decide not to be transported, the service is billed at a reduced rate. Our priority is always the right care for the situation, and our billing agent can explain any charge you receive.
I received an insurance check for ambulance services made out to me. May I keep it?
No. When an insurance company sends payment for ambulance services directly to you, those funds are intended to cover the cost of the care we provided and should be signed over to Victor Farmington Ambulance. Please forward the check to our billing agent, Med-Ex Billing, Inc., P.O. Box 186, Leroy, NY 14482-0816, or call 1-800-716-8015 with any questions. Balances that remain unresolved may be referred for collection.
Can I pay my co-payment or invoice with a credit card or FSA card?
Yes. We accept Mastercard and Visa, including Flexible Spending Account (FSA) health cards. To pay by card, you can contact our billing agent, Med-Ex Billing, Inc., at 1-800-716-8015, or pay securely online through their Pay My Bill page. Please have your bill number, date of service, and the patient's last name ready.
I already pay a fire protection tax on my property taxes. Doesn't that cover ambulance service?
No. Victor Farmington Ambulance is an independent, not-for-profit corporation and is not part of the four fire departments that serve the towns of Victor and Farmington. Our service covers the entire town of Victor and the majority of Farmington, extending east to County Road 28, and it is funded primarily through billing for the transports we provide and the generosity of our donors.
Is Victor Farmington Ambulance staffed by employees or by volunteers?
Both. Our agency is staffed by a dedicated combination of full-time career providers, per-diem staff, and volunteer members. Employed crews primarily cover daytime operations, and evenings are staffed by a mix of career and volunteer personnel. Together they keep an ambulance ready to respond around the clock, every day of the year.
